62p. Accounts of his testimony in 1884 on the terrible conditions of the tenements of New York where here the full testimony is given. He says in 1879 there were 21,000 with 18,000 owners using lobbist at the New York Assembly designed to "defeat control of the health authorities to secure control of the erection and maintenance of such buildings". Cardinal Manning also testified regarding the deplorable conditions in the unsanitary, overcrowded housing. Letter laid in from author to Mr. Barrett Jones written in 1928 just 64 years after his service in the Civil War and a little more than a month before Black Friday which initiated the events known as the Great Depression.
